Water-damage work often passes through several hands: owner or property manager, emergency responder, plumber or roofer, remediation company, insurer, consultant, electrician, drywall contractor, painter, and inspector. If each handoff contains only a few photos and the phrase “replace wet drywall,” the rebuild team may not know which water source was corrected, what materials were exposed, what was tested, or why a removal boundary was selected.

This decision record keeps those facts attached to each room. It is not a mold assessment, drying standard, insurance inventory, engineering opinion, or direction to enter an unsafe building. Emergency, structural, electrical, contamination, and hazardous-material decisions belong to the appropriate qualified people and public authorities.

Open one event record before demolition

  • Property, building, floor, unit, room, and wall or ceiling identifier
  • Date and time the water was first observed and, if known, when it began
  • Reported source, person who identified it, correction performed, and correction date
  • Weather, utility outage, roof, plumbing, drain, appliance, sprinkler, or exterior event connected to the report
  • Areas with visible water, staining, swelling, softness, odor, debris, or standing water
  • Initial safety restrictions and the person or authority that set and later released them

Use observations instead of conclusions. “Brown water line 14 inches above the finished floor on the north wall” preserves evidence; “minor clean leak” asserts a classification that may not have been established.

Do not treat every water event as interchangeable

The U.S. Environmental Protection Agency distinguishes a smaller clean-water event from floodwater and warns that floodwater can contain biological and chemical contaminants. EPA also advises prompt drying, correction of the moisture source, and special caution for people with health concerns. Record who classified the event and the basis for that decision rather than asking a later trade to infer it from dry materials.

After a hurricane or flood, follow local emergency-management instructions before entering. Water can conceal electrical, structural, chemical, sewage, and animal hazards. A photo checklist is never a reason to cross a restricted area.

Use fixed photo stations

  1. Room ID: begin with a board or sheet showing the building, floor, room, date, and photographer.
  2. Four corners: photograph the entire room clockwise so wall relationships remain clear.
  3. Each elevation: take one square-on view of every affected wall and one complete ceiling view.
  4. Water boundary: show visible lines, staining, swelling, openings, and measured height from a stable reference.
  5. Assembly: after authorized opening, record layers, framing, insulation, backing, utilities, penetrations, and adjacent finishes without disturbing suspect material for the camera.
  6. Removal boundary: photograph the final cut or removal line with the room identifier visible.
  7. Drying stage: repeat the same views and tie any readings to the instrument, operator, location, material, date, and method in that party's report.
  8. Ready-for-rebuild condition: record the open assembly immediately before concealment, including remaining damage, cleaned surfaces, rough-in changes, and release documentation.

Name files so they sort: building-floor-room-elevation-stage-date-sequence. Keep originals and a read-only exported set; do not rely on a message thread as the only record.

Keep drying separate from cosmetic readiness

A surface can look dry while an adjacent layer, cavity, insulation, wood member, or concrete substrate remains a project concern. Conversely, one isolated reading does not describe an entire assembly. The rebuild record should cite the drying report or written release used by the project and state exactly which areas and materials it covers.

EPA advises against painting or caulking moldy surfaces and against sealing wet wall cavities. The drywall proposal should therefore begin after the responsible party has defined the safe, clean, dry rebuild boundary. A drywall contractor can document the visible open condition and install the written assembly without representing that it performed environmental clearance.

Resolve these items before close-in

  • Water source corrected and correction record attached
  • Unsafe or contaminated areas released by the responsible party
  • Required environmental survey, testing, remediation, or disposal documentation complete
  • Damaged electrical, mechanical, plumbing, fire-protection, framing, roofing, and exterior systems reviewed by their responsible trades
  • Drying or remediation release identifies the exact rooms and materials
  • Original wall or ceiling assembly identified, including rated, sound, moisture, impact, or other special requirements
  • Inspections and approvals required before concealment scheduled and recorded
  • Final finish, texture transition, primer, paint, protection, access, and occupied-space limits written into the rebuild scope

Prepare a one-page rebuild handoff

For each room, summarize the event ID, source-correction reference, exposure classification supplied by the responsible party, removal drawing or marked photo, drying/release reference, pre-close-in photo folder, approved rebuild assembly, inspections, open questions, and authorization to proceed. Revision-date the sheet and retain superseded versions.

The value is the shared method: one event record, fixed photos, traceable boundaries, explicit releases, and a room-level rebuild sheet. It gives property teams and contractors a common index without pretending that one universal cut height or drying number applies to every water event.
